About the PR

This PR adds 6 new chems as brainstormed in our discords idea channel and 2 unique reactions. Three of them will be craftable as of this PR, they are as follows.

Punchineline

Created from ground up bikehorns it gives a status debuff of being clumsy until it wears off. A full horn is about 5 minutes of clumsiness

Horror

Made by mixing Laughter with Blood. It creates a concoction that forces the user to scream uncontrollably.
Microplastics - Ground up trash it acts as a very minor genetic damage source but is still digestible by Vox.

Microplastics

By juicing trash up you can gain microplastics. They do nothing but cause very minor genetic damage.

Unimplemented is BoogieJuice - made by mixing 14loko and Ephedrine and it causes uncontrollable dancing via flips, spins and claps. It is commented out until the emotes required are ported or remade for Forky.

Meat monster reaction

One reaction event has been added as a counterpart to botanys killer tomatos in the form of Meat Monster Juice. If you mix 5 units of Omnizine with 5 units of Necrosol and 40 units of uncooked animal proteins a mean anom mob will be spawned that is agro to all. This means 1 large beaker chem bomb can make 2 monsters.

Cotton Candy reaction

Putting 20 units of sugar in a centrifuge will pop out some wonderful cotton candy. The centrifuge gets no love and this is a fun thing for the cook and chemistry to team up for.

Non-craftable chems

Two chems are implemented but not obtainable by normal means. I will be using them as artifact spawns later on due to their very strange properties.

Circus

If you somehow manage to ingest 50 units you will be cluwned. Its not an easy feat but even if it happens it is reversed by entering a crit or dead state so the user can be revived back as their normal self.

Anchortie

This temporarily gives the user the ability to be "anchored" like a machine due to their heavy amorphous feet due to the chem. If someone is anchored when the chem wears off they remain anchored but can be freed by removing the tile they reside on.
Both of these are VERY strange and will be very rare once added to the artifact spawn pool.

Why / Balance

They are mostly to add a touch humor or absurdisim in a way that meshes with the existing more silly chems without adding excessive LRP tendencies imo. Really though I also just think they are a fun addition as another layer of depth to the things that can happen in a round. The unobtainable chems give me something to work with as rare artifact spawns since the things it does should be strange considering what an artifact is.

Technical details

Mostly just new yaml entries but to enable the new status effects there were two additions added to the BaseSpeciesMob so they are on its whitelist.
There is one new RSI for the cotton candy
